Dont use fence just use the selection tool to draw a selection set like a fence diagonaly not a crossing window.. then in the section tool box deselect by element type all that is not cells this then leaves only cells and in the bottom of you screen right hand side will be an element count of the elements selected..
personally I prefer to use the by level names to put specific cells on specific named levels then in the level display manager turn on elements and it show's the total number of elements on that level .. even in v8i a cell should still count as a single element.
as for exporting cell counts and types this is best served via a vba or msbasic macro there are plenty of these on the net .. use google to search for it and there should even be a demo vba from bentley on searching for elements and counting ie cells and it might even export the result to text.. look in the vba examples from bentley… but google would be quicker..
