This is weird. There are things in your environment that I can't possibly know about, but I have a couple of suggestions.
1. Open a DGN file in a brand new workspace. A workspace that really has nothing other than default settings. Do some level renaming that you might do normally to try to reproduce the problem.
If you can't reproduce the problem then you can be pretty sure that it is workspace related. If you can reproduce the issue, try step 2 below.
2. Open a DGN file from a machine that is not on the network. Again do some level renaming that you might do normally to try to reproduce the problem.
If you still reproduce the problem then there is a good chance it is file related. If you can't reproduce the problem then it is likely network related.
I'm guessing right now that there is something happening that is dgnlib related. Hopefully this will allow you to narrow the problem down.
I am having trouble with my files re-naming the level names when I leave a file and come back. It happens when I add a level or sometimes when I attach dwg files from my survey. I have to go in a manually re-name levels until the old level names jump back into the file. Sometimes lines are on levels that do not show up in my level manager.
