I'm not an expert on MicroStation, so I don't know how to create a new one that will do what I need.

We don't have IPLOT here but I did get an answer from one tech.

He said:

"IPLOT includes an interface to generate or edit IPARMs. All she would need to do is to create a new one that identifies all of the proposed elements(either by level, color or anything that uniquely finds all of the propsed elements) and assigns them to be printed black and not screened or edit the existing setting so it doesn't screen the proposed elements."

When I use IPLOT to plot the drawing, the proposed elements were screened.  How can I fix it?  I want those elements to be plotted with darker lines.  Thanks you.
