I annotated the polygons in Microstation/Geographics one at a time

I annotated the polygons in Microstation/Geographics one at a time, I would pick each polygon, annotate it, and then move it out where it wasn't overlapping some other text or object.  The problem is now the project manager informed me some of the owners have changed and told me he was under the assumption, now that you  have the text in place, you could fence all of the polygons and annotate them all at once and then new annotations would replace the old ones in the same exact place, I don't see how it can do this but before I tell him absolutely not I want to be sure.  Any help would be much appreciated. Oh and I am annotating from a ODBC database.

Thanks,
David (Houston, Texas)
